The main point of the paper is that governments and charities should look into blocking child porn sites at lower levels than what it normally looks at. It shows a case where every level of infrastructure except for the highest level was unwilling to remove child pornography reported by some Canadian charity and then the Canadian charity finally convinced 3 top level internet providers to filter the IP address of 3 child porn imageboards ran by the same group of people and those people quit. I am not sure how it is relevant to the OP's post. They mainly describe the financial motives of creating CP sites rather than posting CP on random imageboards.
